Cleanup and Implementations 

- Implemented `dispense acct <user>`
- Partitally implemented `dispense acct <user> +-<amt> <reason>`
 > Seems to not like the '>liability' pseudo account (not letting it
   go negative)
- Cleaned up more of the client code, and added debugging to it
