Constitutional things

This is the constitution - idk if it automatically deploys, but like, use this (hopefully it auto deploys, otherwise if you change this you'll need to update the symlinks in /home/other/ucc-website-deploy/ucc-website/infobase/policies/)

To generate the pdf - use something like pdflatex or lualatex, glhf
